That Council move into a Closed Meeting to address matters pertaining to Section 239 (2) and (3.1) of the Municipal Act, 2001. That the Agenda for the Regular Meeting of Council of Monday, July 14 2025, be approved as amended.

That the Minutes of the Regular Meeting of Council of Monday, June 23, 2025, be adopted as presented.

That Council receive report number 2025-25-Financial Services.

That Council receive report 2025-123-CAO

That Council receive Report 2025-24-Financial Services

That Council accept report 2025-128-CAO.

That council receive this report and use the details contained within to consider the changes presented in proposed Encampment By- law.

WHEREAS, Section 259 (c) of the Municipal Act requires Council approval by resolution for a Member to be absent from Council meetings for over three consecutive months; and WHEREAS, Councillor Syd Gardiner has requested Council approval for an extended leave of 20 weeks (four months), including a three-month period plus an additional month; now therefore be it RESOLVED THAT Council grants Councillor Syd Gardiner a leave of absence from Council meetings and committee duties for a period of 20 weeks, starting July 14, 2025, through October 27, 2025.

That Council reconsider its original Motion, to adopt the Agenda as amended, and that Council further add By-law 2025-073 being a By-law to enter into a section agreement to sell the parcel of land under Section 30 of the Expropriations Act, R.S.O 1990, c.E26, as amended, required for the widening of Marleau Avenue.

That Council adopt By-laws 2025-066 to 2025-073, inclusive as listed.

That the following be remove ``Section 12.2.2 c) Members, collectively, shall be permitted a question period for each presentation and/or delegation of a maximum ten (10) minutes`` from the Procedure By-law 2025-065.

That Council adopt By-law 2025-065, as amended.

That the Confirming By-law 2025-073, being a By-law to confirm the proceedings of the Council of The Corporation of the City of Cornwall at its meetings held on Monday, July 14, 2025 be adopted.
