Regular Meeting of Council

To adopt the Agenda for the Regular Meeting of Council of Monday, November 24, 2025, as presented.

That the Minutes of:  Regular Meeting of Council of Monday, November 10, 2025; and Minutes of Regular Council November 24, 2025  Special Meeting of Council of Monday, November 17, 2025, Be approved as presented.

That Council receive the presentation of the 2025 Long-Term Financial Plan.

That Council approve Consent Items #1 to #5, inclusive.

That Council receive the 2025 Long-Term Financial Plan.

1. That the Regular meetings of Council scheduled for October 26 and November 23, 2026, be cancelled; and 2. That the Procedural By-law 2025-065 be further amended to state that the First Meeting of Council, being the Inaugural Meeting be amended to state: That “the first meeting of Council following a municipal election shall be held on the fourth Monday of November” and where this date falls on November 23, 2026. WHEREAS, Councillor Syd Gardiner has been on an approved medical leave; and WHEREAS, Council previously granted an extension of this leave; and WHEREAS, Councillor Gardiner continues to require additional time away from Council duties for medical reasons; NOW THEREFORE BE IT RESOLVED THAT the Council of The Corporation of the City of Cornwall hereby approves a further extension of medical leave for Councillor Syd Gardiner until January 5, 2026; and BE IT FURTHER RESOLVED THAT Councillor Gardiner’s seat shall remain vacant during this period, with all Council-related responsibilities and obligations

That By-laws 2025-115 to 2025-119, be approved subject to Section 284.11 (4 of the Municipal Act).

That Council receive report 2025-172-CAO

That By-law 2025-120, being a By-law to confirm the proceedings of the Council of The Corporation of the City of Cornwall at its meetings held on Monday, November 24, 2025, is being presented to Council for adoption.

That the Regular Meeting of Council be adjourned at 8:05 p.m.
