Motion to adopt the Agenda for the Regular Meeting of Council of Monday, September 8, 2025, as presented.

Motion to adopt the Minutes of Regular Meeting of Council of Monday, August 11, 2025, and the Special Meeting of Council of August 25, 2025, as presented.

That Council receive the presentation by Alison McDonald, General Manager/Secretary Treasurer of the Raisin Region Conservation Authority.

That Council receive this Presentation.

Motion to approve Consent Item #3 and #4.

That Council endorse the Climate Resilient Cornwall Plan.

That Council: 1. Approve the amending Area-Specific Development Charges (D.C.) By-law to extend the expiry date of the current By-law. 2. Direct staff to notify benefitting landowners of their payment options and deadlines. 3. Direct staff to bring the proposed Connection Charge By-law under Section 391 of the Municipal Act to recover capital costs from developed properties within the Brookdale Avenue North Corridor to the September 22, 2025, regular meeting. 4. Authorize the City Treasurer to proceed with the necessary financing arrangements, including the issuance of long-term debt.

That Council receive the report of Integrity Commissioner David Boghosian and approve the imposition of a ninety (90) day suspension of all remunerations for Councillor Maurice Dupelle, in accordance with the Municipal Act.

That Council receive report 2025-32-Financial Services.

That Council approve the Nominating Committee – Terms of Reference.

The Council receive Report Number 2025-09-Fire Services.

That Council receive the Second Quarter Procurement Report for the period ending June 30, 2025.

That Council receive the Second Quarter Financial Report and the attached related documents for the period ending June 30, 2025.

That Council receive Report 2025-12 – Municipal Works Yard Q2 - Infrastructure Services

Motion to adopt By-laws 2025-081, 2025-082 and 2025-085 to 2025-091 inclusive, listed on the Agenda.

Motion to adopt By-laws 2025-083 and 2025-084.

That Council receive report 2025-149-CAO

That By-law 2025-092, being a By-law to confirm the proceedings of the Council of The Corporation of the City of Cornwall at its meetings held on Monday, September 8, 2025, be adopted, as presented.

That the Regular Meeting of Council be adjourned at 10:00 p.m.
