Regular Meeting of Council

Motion to move into a Closed Meeting at 6pm to address matters pertaining to Section 239 (2) of the Municipal Act, 2001. A meeting or part of a meeting that may be closed to the public when the subject matter being considered was: Item #1 Information Technology Update - 2026-01-ITT (j) a trade secret or scientific, technical, commercial or financial information that belongs to the municipality and has monetary value or potential monetary value Item #2 Infrastructure and Municipal Works Update - 2026-04-Deputy CAO (b) personal matters about an identifiable individual,

That the proposed Agenda for the Regular Meeting of Council of Monday, January 12, 2026, be adopted as presented.

That the Minutes of the following meetings be adopted as presented. Mayor Towndale asked for one motion on all of the minutes as follows:  Regular Meeting of Council of Monday, December 8, 2025  Special Council Meeting (Budget) of Tuesday December 16, Wednesday, December 17 and Thursday, December 18, 2025  Special Council Meeting (Budget) of Wednesday, January 7, 2026.

That Council receive the consultant’s presentation.

That the following reports be approved as presented..

To Amend the Main Motion to include the following wording within the imposition of a formal reprimand to Councillor Hebert: “Council shares it’s concerns with the Integrity Commissioner regarding the Code of Conduct breaches which Councillor Carilyne Hebert was found to have committed and expects that these violations will not happen again. Motion to Amend

That By-laws 2026-01 to 2026-07, be approved subject to Section 284.11 (4) of the Municipal Act. Motion

That Council receive report 2026-02-CAO

That By-law 2026-08, being a By-law to confirm the proceedings of the Council of The Corporation of the City of Cornwall at its meetings held on Monday, January 12, 2026, be adopted, as presented.

That the Regular Meeting of Council be adjourned at 8:35 p.m.
