WHEREAS, Bill 5, the “Get It Done Act”, introduced by the Government of Ontario, proposes sweeping legislative changes that reduce the authority of municipalities in land use planning and development processes, and will repeal and significantly weaken the Endangered Species Act, 2007; and WHEREAS, this Bill removes the provincial government’s obligation to create recovery strategies for species at risk, allows developers to begin work immediately after registration without prior environmental review, and redefines the term “habitat”; and WHEREAS, these changes undermine democratic local governance, reduce transparency, limit public consultation, and override Indigenous land rights; and WHEREAS, according to the Chiefs of Ontario, this Bill will allow the provincial government to be less accountable to the health of the environment and the duty to consult; and WHEREAS, Premier Ford’s attempt to move this Bill through the legislature at the fastest possible pace does not allow the time that is needed for the province to carefully consider the concerns that have been raised; and now therefore be it RESOLVED THAT, the Council of The Corporation of The City of Cornwall formally opposes Bill 5 and urges the Government of Ontario to withdraw or substantially amend the legislation to preserve the integrity of local planning authority, democratic decision-making, and environmental protection; and be it further RESOLVED THAT a copy of this resolution be sent to the Premier of Ontario,
